Provision of Hotel Services (Accommodation and Related Services)

1. Introduction

NIGER DELTA BUDGET MONITORING GROUP (NDEBUMOG) intends to put in place a retainership for hotel services for accommodation, catering and related services for our organization’s (F4D) and other related programmes, spanning from August, 2016 to March, 2017.

NDEBUMOG, hereby, through this Tender Opportunity, announces to interested reputable Service Providers and Pre-qualified Establishment within NDEBUMOG’s database, the defined scope of service hereunder:

2. Location of Services:Lagos, Enugu, Port Harcourt, Asaba, Uyo, Calabar and Abuja.
3. Scope of Service

The scopes of these services are to provide accommodation and related services thus:

1. Provide Accommodation for organization’s stakeholders and participants under the F4D’s programme.
2. Provide Lunch for organization’s stakeholders and participants at trainings and meetings under the F4D’s programme.
3. Provide Tea/Coffee with Snacks for organization’s stakeholders and participants at trainings under the F4D’s programme.    
4. Agree with NDEBUMOG on effectiveness of security and related welfare for our stakeholders during such meetings, trainings etc.
5. Provide additional services and guarantees, as may be requested, for successful implementation of these activities at the locations.
6. Mandatory Requirements
7. a)To be eligible for this tender, interested (hospitality) service providers are required to submit pre-qualification documents in the Services Category (3010170) at NDEBUMOG Prequalification portal (http://nigerdeltabudget.org/new/Services.php) database. All successful pre-qualified Service Providers in this category will receive Invitation to Submit Tender (ST). Note: These processes for prequalification, tenders and service award are absolutely free.
8. b)Interested Service Providers can also access the prequalification platform, through http://localhost/niger-delta/services-vendors-prequalification-form/
9. c)Those not prequalified shall not be contacted.

Other Requirements

Bidders are invited to express complete understanding, willingness, capacity and commitment to provide services listed in 3 (1-5) above.

Pursuant to the above, bidders’ submissions shall be evaluated strictly with the minimum evaluation criteria defined in NDEBUMOG’s Accounting Manual, Procurement Manual and Board Charter within the general template of fair competition. Only bidders whose submissions are in compliance shall proceed to the next stage of the tendering process.

The following are some information/documentation that will be required for submission at the ST stage:

1. Details of Company ownership and shareholding structure with certified true copies of CAC forms CO2 and CO7, including company memorandum & article of association and other evidence of entity’s incorporation.
2. Service provider’s corporate relationship booklet for this scope of service; and evidence of similar services, particularly, to INGOs/Nigerian NGOs.
3. Details of manpower pool by the service provider to carry out the services.
4. Evidence of address and locations of previous clients’ that have been offered similar services, particularly, in the Not for Profit sector.
5. Current and in-place organizational structure with detailed experience and skills of key management personnel with names that could be contacted.
6. Evidence that tenderer is a registered member of the Nigeria Hotel and Catering Institute or similarly affiliated hospitality professional body in Nigeria may be necessary.
7. Any other documents necessary may be required.

NOTE:

• Bidders shall be requested to provide evidence to show their compliance with the above listed requirements at the ST stage.
• Similar services to INGOs or Nigerian NGOs shall be an advantage.
